As someone currently working for the UK government I can assure you it's the same here

I was in a meeting a while back where someone said he wasn't too bothered about the odd £0.1bn ... which was particulary depressing as I was going to meet my mortgage advisor after the meeting to see how much I could persuade them to lend me.
Of course the scariest thing about working for the government is when theres a story on the news and they say "Government scientists said..." thay mean people like us...who generally don't know any more about the subject than anyone else
