Skerries is a small town, on the coast, north of Dublin city. Circuit is on ordinary roads closed for the days. From memory, roads are closed at roughly 10am, til some time after last race in the evening. About 6pm.
Paddock used to be on grounds of The Hills Cricket Club, which you can find on Google Earth 53degrees 33'53.16N 6degrees 08'40.37''W
Weather on that day is usually a scorcher, sun-burnt ears a common problem. If you watch the racing, you should plan on staying overnight somewhere. Town of Skerries is like a small Douglas Prom, Friday and Saturday nights.
