There is an obvious tunnel for a screwdriver under the headlight unit on my bike it does not appear to have a screw at the end of it. Has yours got a philips of flat screw head for adjustment? Squinting with a mirror and torch there appears to be a flat metalic disk with a segment of about a quarter of a disk that protrudes into the tunnel and this has a cut in it but no screw head in sight.

Your description is ok, there is no screw, only a dented kind-of-washer. Use a flat screwdriver to rotate it, that's all !
