When I tried to upload a photo it said you are allowed to upload uploading not allowed of files at the bottom of the screen.

By "attach this file" text when attaching photo, it should tell you how much space you have left for uploads.
My guess is that the file you are trying to upload is bigger than remaining space.
So either remove stuff so more space or shrink the file size you are trying to upload.
