Said this for years, and im a young driver !
To ride a bike at 16 I had to start on a 50, then get a 125 at 17, then was 33bhp restricted for 2 years and then I was finally able to ride anything. This made sense to me though.
At 17 if I passed my test I could have jumped into an aston martin however !

Perhaps it may help lower the extortionate insurance costs young drivers have also (though I doubt it)
